Close to 45 years have past since the last great ninja world war which resulted in the destruction of the 5 great lands yet from the ashes a new world of ninja was born.
A constantly spinning massive sand tornado that surrounds the master library of all of Destati thats on the outskirts of Hokorigakure. The tornado was formed by the Librarian an old sage of the old world who created the Screaming vortex in means to protect all that is hidden within the library from those who would use its knowledge for wicked means. The vortex itself is highly chaotic and even masters of wind cannot stop or control it, only those who know its faults can pass or those who are welcomed by the Librarian (accessible for battle and training)
Far from the outskirts of Hokorigakure lies a massive pit that spirals 300ft down that holds the scum of the nin world to which none have escaped so far.
